So really the easiest way to present that the best form 16 is just cutting out the verb entirely and just saying small loans. 17 So there's other answer choices, a uses offering B's is to offer 18 a D is, is just offer. Um, 19 but they don't really fit in to the sentence as well, 20 considering that refillable debit cards and check cashing don't have any verb attached 21 them. We want to make sure that this last example in the sequence also 22 doesn't have a verb attached to it.
