Question 39 asks us which statement best describes the relationship between 2 the views expressed in the two passages. 3 So if you recall, um, the two authors seem to be on opposing sides. 4 Um, in passage one, we see Henry is making the case that, 5 um, there is not really much cause for this new 6 form of government. Um, and there is a danger of this government 7 that is to his mind, very striking. He says, 8 who authorized these authors to speak the language of we, 9 the people. Um, in fact, 10 the people gave them no power to use their name. 11 He says there is a real actual existing danger, 12 um, and that there are, 13 um, wandering on the great ocean of human fairs with no landmark to guide 14 them. So really, 15 um, he says that the federal convention ought to have amended the old system, 16 um, rather than to kind of have created this new constitution for a new 17 form of government. 18 So he's quite opposed to that new constitution. 19 Um, in terms of passage two, we see that this author Pendleton, 20 um, recognizes Henry's concerns, 21 but he says that we, the people is a common and favorite 22 expression of his. Um, 23 he says that it's totally necessary based on the form of government that is 24 trying to be created. It's proper, 25 um, it's happy and proper. Um, 26 he says that the power of the convention was to propose, 27 um, and that's a very broad power.
