So even though that leaves us with a, 20 and that is the correct answer here, I want to explain one more thing. 21 The comma after declared the rule with this is 22 because you have a quote here, even though it's not a quote, 23 like someone said something, it's still a quote and it comes after one of 24 those action words like declared. 25 You can think of it, like said, whenever you say something, 26 like he said, and then you directly quote whatever he said, 27 you need that comma before the quotation marks, 28 same things goes for, he declared. 29 It's one of those action words.
