Um, 13 and we're going to select the answer that the national government was regulating rather 14 than popular sovereignty making a decision on. 15 So here's that portion of the past the passage, 16 um, the colonies, 17 the territories were not allowed to choose their governor's secretary, 18 chief justice, associate justice, uh, 19 attorney or Marshall, um, nor were they allowed to regulate the salaries on any 20 of these functionaries or the daily allowance of the legislative body. 21 Um, so this is a main area that the national government was able to 22 legislate over. So basically the selection and payment of all of 23 these different personnel that is going to be the, 24 the right of the national government, according to this paragraph. 25 So looking at our answer choices, this answer choice D appointing 26 officials, that's what we're getting at there in that paragraph. 27 Um, there isn't really a discussion of mediating disputes enforcing territorial laws 28 or regulating commerce. These answer choices are out because of that paragraph. 29 We see that the national government was appointing officials rather than the territories or 30 the voters themselves. So choice D is correct for number 37.
