We see, 2 um, the question is asking us about Pendleton's feelings about the phrase we, 3 the people, um, the question is asking us how he feels about the phrase. 4 Um, and for this question, we'll go to that second paragraph, 5 um, of the passage to dive into his thoughts on we, 6 the people. 7 Pendleton says we, the people is thought improper. 8 However, he asks who, but the people have a right to form a government 9 who put the people can delegate powers. 10 Um, he says the expression is a common one and a favorite one with 11 me.
